A few years ago, a paper was released on the usage of Google's trust rank filter to combat web spam. But even now, the average internet user and new webmasters have no idea what it means and what the implications of it are.
Google trust rank is a filter that google applies on new websites so that it can ascertain that the website is trustworthy and does not use any spam techniques to gain an advantage on the internet.
It is used by google to separate good quality websites from ones using spam. Spam websites can easily be identified by human experts. However, it wouldn't be viable to manually evaluate so many websites at once.

In layman's terms, the trust rank filter can be explained as the ranking of the website on the basis of the links that come into it.
For example, if you are a website that manufactures and sells alloy wheels, then the links coming in from auto parts websites will gain you a better ranking than the links coming in from a clothing website. One set of seed pages is first identified and then the sites that are linked outwards from the seed pages are looked into.
In most cases, a quality website will only have links to further quality websites. The chances are highly unlikely that a quality website will link to a spam website. So, if you have a link coming in from a website that has a high page rank, then your trust rank will automatically increase.
